The responsibility for the weight of the shipment falls on drivers, operators, and shippers because they play a key role in ensuring that the load is properly documented and compliant with legal weight limits. It is their duty to accurately measure and report the weight of the cargo being transported. This includes checking the weight before loading, during transport, and ensuring that it adheres to regulations that may dictate maximum weight limits for different types of vehicles and roads.

While government officials enforce weight regulations and can weigh trucks at checkpoints, they do not determine the actual weight of shipments being transported. Warehouse managers may have some involvement in the logistics and handling of cargo but are not directly responsible for the weights during transportation. Insurance companies provide coverage in case of accidents or loss but do not manage or report on shipment weights. Hence, the responsibility mainly lies with those directly involved in the transportation and shipping processes.
